New York’s regulated adult-use cannabis market crossed the $4.1 billion threshold in total retail sales on Oct. 28. Governor Kathy Hochul announced the figure at a press event, marking the first time the state’s legal industry has passed the four-billion-dollar mark since sales began in December 2022. New York now ranks third in the nation for adult-use retail revenue.

The state’s Office of Cannabis Management reported that 744 licensed adult-use dispensaries are open and operating. A total of 2,351 cannabis licenses have been issued statewide. These licenses cover cultivators, processors, distributors, microbusinesses, and retail dispensaries. The agency noted that 1,039 are specifically licensed as adult-use retailers.

Equity applicants received 56% of adult-use licenses. Governor Hochul stated that most licenses have gone to equity entrepreneurs. She said the industry is building real opportunity for communities affected by prior drug policies. The administration emphasized that cannabis revenue is being directed back to those communities.

State enforcement agencies have seized illicit cannabis products with an estimated value of $125 million. Since the market launched, officials have padlocked and closed 738 illegal storefronts. They issued 1,615 notices of violation. In 2026 alone, inspectors closed 191 illegal shops. These actions aim to protect consumers and support licensed businesses.

The Community Grants Reinvestment Fund has committed $35 million to date. The first funding round awarded $5 million to 50 community-based organizations. These grants support youth development, workforce programs, housing, and mental health services. The fund targets areas disproportionately impacted by state and federal drug laws.

Legislature signed new laws this summer to expand market access. These measures allow licensed microbusinesses to participate in Cannabis Showcase Events. These events permit dispensaries to partner with cultivators and processors at approved locations such as farmers markets. This structure creates additional sales channels for businesses beyond their fixed retail locations.

John Kagia, executive director of the Office of Cannabis Management, stated that the $4.1 billion figure represents the work of workers and entrepreneurs. Jessica Garcia, chair of the State Cannabis Control Board, said the market must continue to create lasting opportunities for New Yorkers. The state has completed 2,257 storefront inspections to date.
